The story you refer to was something like "Slave Ship of Space", (JLA #2, I believe) and the villain was Kanjar Ro. The earliest "Felix" story I recall was "The Fantastic Fingers of Felix Faust"; I don't think this was his first appearance--I seem to remember an earlier one, but don't recall the title.
