  Umm, we seem to forget that a comedian's purpose is to make jokes.
A public figure cannot afford to make light of a situation of such gravity.

A diplomat doesn't get very far with his enemies if he slaps them in the
face and says "Hi, I don't like you in the least." 
  I'm certain that Russia and concerned parties realise that Regan was joking,
but again it's not a diplomat's place to make jokes of his colleagues.
