I agree the Soviets would not likely nuke us, but they would probably push us out of Europe, Latin America, etc. In turn, this would destroy our economy, etc. I offer the thought that a serious problem of US policy is its unpredictability. Some Presidents play nice guy; some play tough guy; some change their minds in midstream. I suggest the following mode of predictable behavior: tit for tat. They do something nasty, we do something tough; they do something to soothe the waters, we do something nice. Rational players confronting 'tit for tat' soon learn not to doublecross.
