     Is there any way to hit a monster with a staff or wand of fire, 
cold, or lightning in version 5.3?  I have tried it against all sorts
of monsters, and always am told that I missed.  E.g. once I missed
seven times in a row with a wand of fire against a troll - in 
version 5.2, the troll would have been burned to a crisp.  I have
tried them when I was low level, high level, and I even tried wielding
them before zapping, but I always miss.  What is going on here?
