Case 1: the truthful witch: QED. Case 2: the untruthful witch: The way she would tell Dorothy would be the wrong way. Since the question is posed as "If I were to ask...", she must lie again here, and point Dorothy in the right direction. With this question, Dorothy doesn't have to compliment the answer.
