I have been told this by a member of the Communist Party, and it is the main justification used to make Solidarity illegal in Poland. The idea is that the workers already have a union, the best one in the world, the Communist Party. They say that with the Communist Party protecting them, the workers need none other; others would only interfere and cause division among the workers.
