A source I consider fairly trustworthy, who I won't identify because of
possible adverse consequences to him, has indicated that NASA is (or
at least, has been at times in the past) violently opposed to private
launch vehicles in particular.  Apparently one can turn up some very
interesting documents by applying Freedom-of-Information procedures to
investigate NASA's official-but-not-public reactions to some of the early
private-launcher projects.
