Using the % form of the address via uucp is not likely to work because of
various funnies in address parsing. The "correct" addressing for mail into
the ENet is

ARPA: person%node.DEC@decwrl.ARPA   or  @decwrl.ARPA:person@node.DEC
UUCP: ...!decwrl!dec-rhea!dec-node!person
