Minor new function added to simplify non-standard use of error(3):
mkprogname(3).  /usr/pub/template.c has been adjusted accordingly.
At some point, mkprogname() will take over the responsibility for
adding $CMDNAME to the command name in error-printing, which will
make it possible to print non-standard messages with the standard
command identification.
