(Gen 4:14) After the Flood, when God first allows for man to eat flesh, He also institutes capital punishment. (Gen 9:5,6) This is the standard reference, for it preceded the Abrahamic, Mosaic, and Christ covenants, and has not been annulled. The Law of Moses contains many references to capital crimes. Worthy of note is that none of the capital crimes were violations of the *ceremonial* laws - the maximum penalty for that was to be cut off from the people.
