Who has right-of-way? According to the US Uniform Code of Traffic Control Devices, or something like that, the car in the traffic circle has the right of way. In France, the car entering the circle has the right of way, which, as discussed, can lead to jams. The US regulations are as stated, but remember: DRIVE DEFENSIVELY.
