Somewhere in the article it was mentioned that in some states (or just some cities?) bicyclists do NOT have to stop provided the appropriate measures are taken. Does anyone recall specifics of the article and/or know which issue it was in? I believe it might have come up in a discussion of the "Effective Cycling" book. Jon Harris
