I think I missed the beginning of this discussion, and I'm not
familiar with what it is that Lee suggested for C. file control.

In any case, my versions of uucp all change the first letter of the
C. file command line to lowercase after the transaction has been
completed, and the uucico code knows to skip lines where the first
letter is not uppercase.  Since one of my primary goals has been
to add functionality while keeping the number of new control files
to an absolute minimum, I've found this technique to work well.
