The idea is to LOOK like Russian while remaining legible to us poor ignorant slobs who don't speek the language. Evidently the letterer has gotten lazy about doing this in more detail (or maybe the old one got fired -- i don't pay much attention to who does these things). I personally prefer this approach to the standard Marvel approach (I forget DC's for the moment) of or <> or <<>>.
