The bug is that a weather forecast, even for a small portion of a country, is an implied forecast for the whole country, and the forecast weather becomes the actual weather until the player logs out of empire. So, your weather station keeps getting hit by tornados and hurricanes, and the rest of your country always lives under sunny skies. The damage to the weather station is irrelevant; you don't care whether the forecasts are accurate, you just want to try various numbers of hours in the future until you hit a good day.
