You lose half your hit points and the monsters lose the > same amount (collectively.) Actually I think any wand will give you the "tingling feeling" message if it has no target. This includes Drain Life (but you don't lose hit points), Magic Missle, Confuse Monster as well as others. Staffs like Ice, Fire, etc. WILL fire because they can bounce and nail *you*. Either way, you will lose one charge.
