I guessed Great Britain; if I remember right, the card said Japan. Fine, I'll take their word for it, except: 1) On whose authority? 2) The most recent issue of Time carried an article which said Japan is changing the format of some of their denominations because they had been circulating so long they were getting too easy to counterfeit!
