Maybe they just have other ways of dealing with the problem than these theatrical gestures. What it "goes to show" is that the sixties-style approach of contriving a scenario for show is not always the most effective way to get things done. Nuclear weapons are not really a problem, but a symptom of a problem: one man (or woman)'s hatred and distrust of another.
