   I have a copy of the DOI that I saved off the net.  It does not use
any nroff directives, but seeing as it is a short, "sectionless" document,
there is no need to use nroff.  Let me know if you (anybody that is) want
me to post it.

P.S.  As to the transcriptions of other important historical documents,
the USSR constitution is an excellent candidate.  Seriously!  I have
read it in the past and its contents and the level of freedom, hope,
peace, etc. it promises are unique.
