The Bourne Shell for VMS comes with about 50 UNIX utilities, including
tar.  That would probably be the best bet.  You can buy the shell, but
I dunno when it'll be delivered.  It requires VMS V4, which should be
out in December-January (depending where you are on the distribution
list -- sites with software maintenance get it first).  I would suspect
that the shell will be available shortly thereafter.
