When I learned to drive, we were told that if two cars arrived at an intersection simultaneously (or too close to call), the car on the right had the right of way. Obviously, this did not apply to cars that were facing each other. As far as I can recall, this is the only application of the "rule of right". Perhaps this is why it doesn't come up that often, expecially in cities that have stoplights instead of stop signs.
