Consider the following chain of events:

	- You are a newish but established usenet site with your active
		file in order.
	- You change the site from which news is fed to you.
	- The new feed sends you a bunch (>50) of regional newsgroups that
		you didn't get from the previous site.
	- All those groups get dumped in "junk".  (Your site never got a
		control message to create them).

The fix is simple, right?  Just read the docs... recompile news with
AUTONEWNG defined and run that way for a few weeks, letting all those
groups create themselves.  Wrong!  You're running 2.10.2 & find that
AUTONEWNG has gone the way of the edsel.

Does 2.10.2 provide an alternative?
