That program exists and is already in place.  In case you weren't
aware, periodically a "checkgroups" control message comes in which the
"newsgroups" file is updated and appended with "localgroups".  This
only applies to news 2.10.2, though.

Now, if only the same thing could be done with the "moderators" file...
