A big difficulty is that you aren't allowed to hook the modem to the telephone network until it's been certified by the FCC. This isn't something that an individual does on a hobby project; it takes the resources of a company that's designing modems for a profit. If you do hook up your modem without permission, and it brings down some of the network, the phone company will Own Your Soul.
