Very inexact.

The law has not decided anything except what they will prosecute for
right now.  Goetz has in no way been cleared, vindicated, or considered
justified.  A grand jury could indict him at any time at whim.  Or if
(for example) a witness testified that the force used was excessive.

Personally, if the wounded choose not to press charges, than the grand
jury's decision to indict only on firearms charges seems quite
satisfactory to me.
