In a recent game I got two different messages when a wand of wish didn't
fire, "Unfortunately, nothing happens" (rarely) and "Nothing happens" (a
lot).  I wasnot in any "weird" states (drunk, confused, etc); does anyone
know what the different conditions were that signalled the wand's failure?
In both cases I had already used my 3 charges.
