The Videotex Plus package emulates a DEC vt-52 terminal type;
try TERM=vt52. (one of the sad non-features of this terminal type is
that there is no standout mode [inverse video])

By the way... have you ever tried uploading files with Vidtex??

It seems it does not know what the meaning of EOF is it just goes
back to the top of the file and sends it again and again ... ...

Till you interrupt it.   That package has all kinds of holes in it,
or at least the last version I saw for the 2000 did.
