This question pertains mainly to basketball, but pertains to football
as well, and may get an answer from there.

Who are the coaches polled by UPI and who chooses them?

Is Lou Carnesecca of St. John's polled by UPI?  (That's the only explaination
of their repeated #1 vote that I could come up with.)
