In this way, one would not have to move the mouse the entire screen simply to reverse the direction of scrolling, one would only have to click on the relevant part of the double arrow. Still another alternative would be to keep the double arrows near the box used for resizing the window. Then all the window manipulation icons would be close to each other. I keep finding it a pain to slide the mouse up and down or side to side an entire page simply to bring a line or two into position.
