If I remember correctly, the story is that you can use a DEC diagnostic
to format floppies (EVRAC maybe?) but that the console floppy drive
(an RX01) is incapable of performing whatever functions are required
to actually do the formatting.  Thus, if you have an RX02 on your 780,
you can use the diags to format floppies, which could then be used in the
console RX01.

I don't know if this is how things are, but this is what I remember from
a discussion about this that took place a while back.  Can anyone clarify
this?
