    Obviously, the thing to flame about is the rate you must pay for energy,
not the total price of all you use.  My local (borough owned) electric    
department buys it's electricity from somewhere else, adds on however much it
wants and charges me 11.6 cents/kilowatt-hour.  I too would be curious to 
see if this varies widely across the country.
    BTW, has your utility company been rapping you on your fingers, or on
your head, or what?
