The fact that it's a state-mandated monopoly means that even if someone is WILLING to deliver mail for less, the post office won't let them. This was tested a few Christmas seasons ago, when a private firm offered to deliver excess mail for 18 cents/piece (allowing the PO 2 cents) without restriction as to quantity, and the PO turned them down.
