I remember reading somewhere that the San Diego Gas and Electric Company is one of the worst run utilities in the country. Something about how they signed these long term contracts for oil just before the price fell. Does anyone remember that article? I think it was in the Wall Street Journal. I am afraid at least in California, that most utilities are not publicly owned. I grew up in San Diego and have sinced moved to the Northern part of the state. With the exception of some cities, most of the power comes from Pacific Gas & Electric Co. (PG&E). It is also privately owned.
