They found a significant anomaly in the Detroit area -- packages being sent into or out of a particular part of Detroit had a much better chance than average of simply vanishing. Further investigation turned up the fact the postmaster for that post office was simply corrupt. He had rented a warehouse and was skimming a few percent of the packages that came in and then reselling them.
