Does this (the NJ law) mean that non-residents of NJ who are driving through
with a scanner in their car and a ham license in their wallet CAN still be
arrested if said scanner covers police frequencies?

Also, isn't it true that the Feds pre-empt the control of radio receivers and
transmitters?
