A Defense Department official in charge of procurement went on a
fishing trip.  Naturally, he stopped off on his way to his favorite
idyllic spot to pick up some bait for his excursion.

"Just your good luck", remarked the shopkeeper, "since we have a
   special today!"
"Oh, really?", replied the procurer.
"Yup. All the bloodsuckers you can carry for only $1.00."
"In that case, give me $2.00 worth."
