I do not subscribe to that - it's just a bit amusing! I do believe in character development - but more than one or two spankings a year and something is possibly wrong with parent or child or the combination. Why spank the "behind"? It's a good sized target for an open hand; it's almost impossible to do physical damage there; it's hard to defend; it's traditional!
