Summary: 

David Niven did not play Clouseau.  He played the Phantom, a cat burglar,
in "The Pink Panther" and "The Trail of the Pink Panther" (or maybe it
was "The Curse of the Pink Panther"; they're too recent for my references).
Now, Roger Moore did appear as Clouseau in the latter film, unbilled.
Alan Arkin also appeared once as Clouseau in "Inspector Clouseau" in 1968.
By all accounts, the film wasn't very good.
