It does not rule out friendships. This isn't true of every one I know who is married, but I have found I can win a womans friendship more easily if she knows I am married and faithful and not looking for a sexual relationsip. So yes, it reduces pickups that might result in more intimate activities later, but increases the actual number of people I can meet and talk comfortably to.
