What about all the obviously "outdoor" scenes, such as the one this refers to, (the "college" from *Operation -- Ammihilate!") the amusement planet from *Shore Leave*, or the indian village from *Paradise Syndrome*? Pretty big soundstage to include those fir trees and lakes! I do remember reading somewhere that they avoided location stuff whenever possible for just the economic reasons mentioned; the best possible situation was an episode which took place entirely on board the Enterprise.
