With all due respect to the Great American Legal Tradition of Gratuitous Polysyllabic Obfuscation, this article takes several thousand words to tell us: USENET is different; there isn't any legal precedent to show just what potential liabilities exist. Adding some detail: It has some elements of a "common carrier" and some of a "broadcaster"; thus it is affected by precedents for these two.
