Separate accounting files (SYS$SPECIFIC:[SYSMGR]ACCOUNTNG.DAT).

Note that the accounting record format (Accounting Utility Reference Manual,
Appendix A) has no field that identifies the VAXcluster node associated
with a record. A shared accounting file wouldn't be very useful without this
information.
