A new batch(1) command rejects directories, does nothing for input of size
zero and supports `-d' and `-t' options to report destination and title
respectively.  The last two are to support the yet-to-be-announced status
command.  The new batcher(8) really doesn't do anything new; it's just to
keep pace with the new lpd, cpd and hpd.
