A number of modems claim to do this, but note that some botch it. There is a great deal of variation in what tone signal means what, especially when PBXes enter the picture. My own conclusion -- bearing in mind that I'm a phone/modem user rather than designer -- was that the general problem is so hard that probably no modem does it 100% correctly. I have no specific pointers, except that I know that some (all?)
