Garn is not really a civilian.  He has logged hundreds of flight
hours, and is one of the most experienced AF pilots the country
has.  Moreover, RR promised that the first private citizen would
be a teacher; note that Garn is a public official.  (I will not
argue about the merits of his trip; it does seem like a nice
junket, but so are the trips to the Bahamas).

(Please, keep the facts straight.  RR did not mean the missiles 
could be recalled, but that the subs could be recalled.  This
was hashed out during Pres. Debate #2, with Mondale looking like
a fool.)
