He has logged hundreds of flight hours, and is one of the most experienced AF pilots the country has. Moreover, RR promised that the first private citizen would be a teacher; note that Garn is a public official. (I will not argue about the merits of his trip; it does seem like a nice junket, but so are the trips to the Bahamas).
