Since when is an Air Force Reserve officer (who just happens to be a U.S.
senator), with more flight time in high-performance jets then some of the
shuttle pilots, a civilian?.

(He said that the subs (not the missles) were recallable, and trees do cause
pollution, [80% of the hydro-carbons in L.A. Smog comes from trees and
plants (sage brush is worst)]).
