That is a scroll of scare monster.  What you do is NOT read it.  Simply
place it on the floor and stand on it.  You can then beat the crap out of
any monster that comes along.  The reason that you hear the 'maniacal laughter'
is because the monsters know that you have destroyed the usefulness of
the scroll.  Once used in the manner described above, if you pick it up
it will turn to dust.
