Not quite the only way. If your pack is full, you won't pick up any object you move onto. Thus if your pack was originally full (or nearly full) when you dropped the scare monster scroll, you can fill your pack during your exploration of the level, and return to the scare monster scroll (often with monsters in tow) without destroying it. In the extreme case, you can use a scare monster scroll on two different levels: the level you found it on (before you pick it up), and the level you drop it on. This is one way to get some use out of otherwise useless items (such as potions of poison) in your pack. Also keep in mind that you don't necessarily have to stand on a scare monster scroll to get some use out of it: monsters will never enter a square containing a scare monster scroll, so you can use one to run interference for you in various ways (for example, you can play the old "sleeping monster" ploy with a scroll instead of a sleeping monster, where you play ring-around-the-sleeper to get some breathing space while fighting another monster.
