I recently bought the "Introduction to the Graphical Kernel System" by Hopgood, Duce, Gallop and Sutcliffe (1983, Academic Press). It has a 7-page review of the development of graphics standards, outlining such mnemonics as SEILLAC, GSPC Core, SIGGRAPH, GKS, ISO/WG2, and IDIGS. It gives the gist of meetings up to March 1983, and has 10 references. The draft of the American National Standard for GKS was published in Computer Graphics, February 1984, but contains very little history.
