I cant seem to find the answer in my ARRL handbook,FCC Rulebook, or Gen/Tech license manual. If 40m. is allocated to Amateur Service on a Primary Basis in ITCU reg 2 (as it appears in all 3 texts!) Then shouldnt the VOA be required to utilize the band on a 'non-interfering basis' *provided* that they can use the frequency at all? confused, Erik ps-Some of the questions in the Part3 syllabus are FUNNY!
